同學好

having considered是"主動語態"
但從句意判斷
all the factors(所有因素)
應該是"被"考慮(被動語態)
而非進行"考慮"的動作(主動語態)

原句推導如下:
When all the factors had been considered,...

--> All the factors having been considered,...
*連接詞When省略；動詞had been considered被動，分詞構句改成having been considered

--> All the factors considered,...
*having been可省略
